"A report scheduled for release today by the National Center for Public Policy and Higher Education purports to enable comparisons of educational attainments at the college level on a state-by-state basis.

The report, 'Measuring Up on College-Level Learning,' seeks to measure the 'educational capital' and performance of colleges and universities within a state by comparing data on licensure and graduate-admissions tests, the results of the National Adult Literacy Survey, and students' scores on specially administered tests of general intellectual skills.

Oklahoma's educational system is heavily geared toward preparing students for jobs, with the number taking professional- and vocational-licensure exams well above the national average. But the state lags behind others in its literacy levels and rates of baccalaureate attainment.
