What kind of service is a library?

Ok this made me smile -

Of course if you listen to Lynn, in Duncan Oklahoma - no one would really post that phrase to a forum anyways - since libraries don't provide anything for reading.

...Public library functions reflect the change in attitude toward books. Increasingly, these facilities have become centers for family recreation night and knitting instruction courses. The focus has shifted from provision of reading sources to community service....
What? Reading can't be service to the community?
