Enid's Library Director Resigns

A follow up to the Enid library issues - from the Enid News & Eagle
...Kader’s tenure as director of the Public Library of Enid and Garfield County has been controversial and drawn an unnecessary amount of negative publicity. The director has been at odds with staff members, and there have been accusations he was derogatory with the staff, as well as having communication problems.

City administrators tried to help Kader and the staff work through their problems, but by that time, things had gone beyond reconciliation.

We need the library board, Benson and any others involved in hiring a new library director to be careful and considerate in deciding how to move the library forward. We do have issues that have to be addressed, including structural problems with the current library and the kinds of library services that should be enhanced or expanded.

We advise those involved in the hiring process to seek assistance and recommendations from the Oklahoma Municipal League or the state Department of Libraries about what qualifications are needed in today’s public library directors....

Enid Library Board members voted Monday to proceed with a temporary library location at Oakwood Mall and not return to the current building, which was heavily damaged by a storm in October.

The decisions were made in two separate motions by board members following an hour-long special meeting in the Cherokee Strip Conference Center. During the meeting, city officials presented discussion items that will be presented to the Enid City Commission tonight in the regular commission meeting. The commission meeting will be 6:30 p.m. at the city administration building, 401 W. Garriott.

The current library building has been closed since the storm in October, leaving Enid residents without library services. During repair work, engineers found a host of other issues with the building, including structural problems and asbestos that must be removed. The library building also is not in compliance with Americans with Disabilities Act regulations...

The City of Enid invites applications for the position of Head of Technical Services of the Public Library of Enid and Garfield County. This position is a key member of the Library’s Administrative Team, directly reporting to the Library Director. Enid seeks applicants who demonstrate an enthusiastic commitment to the dynamic promotion of literacy and education within the community.

Responsibilities include supervise budgeting, planning, and personnel activities; schedule staff and conduct performance evaluations for those supervised; conduct in-house training as needed; prepare monthly reports in narrative and statistical format; order, record, verify, classify, catalog, and process all library materials; research and recommend methods for labeling and shelving new kinds of library materials; review and evaluate resource material in order to select and order in all formats available; organize library materials, provide assistance to other departments as needed; and perform other duties as required.

Qualifications: The right applicants will preferably have an accredited Master’s Degree in Library Science or an Oklahoma Department of Libraries Level V Certification or the equivalent obtainable within six months of employment. A minimum of four years of progressive library experience required.

Salary range $26,478.40- $38,064.00 annually plus excellent benefits. This exempt position requires some evening and weekend hours.

Temperatures rise at Enid Library

Enid News | Library worker woes continue

Only one of three library employees to file a formal grievance against director Ab Kader still is working at Public Library of Enid and Garfield County.

A dispute between some library employees and the new director, who started his post in January, has resulted in several meetings over the last few weeks with city human resources officials and City Manager Eric Benson to try to resolve the situation.

However, in the last three weeks, two of the employees who filed grievances have left their jobs. Their grievances are no longer valid, said Kevin Hill, organizer with the Amer-ican Federa-tion of State, County and Municipal Employees (AFSCME) union, which represents Enid city employees.

Hill said one other employee is awaiting a hearing on her grievance.

Hill said library employees have tried to resolve their issues with Kader through normal processes, including communicating with the supervisor and then going up “the chain of command.”

Hill said employees who have filed grievances have done so under the process that is available to the union at this time before a contract with the city has been negotiated.

The current process allows for the grievance to go through a committee, with the final determination up to the city manager. Hill said the union wants to negotiate a contract that will allow for an independent arbitrator to rule on grievances.

Hill said union representatives plan to meet with Kader to try to resolve the issues before the committee hears the final grievance.

“Unfortunately, I think the city is portraying this as these folks being resistant to change,” Hill said. “They’re pretty resilient folks. It’s an issue of dignity and how you communicate change to people and how you treat your employees with the proper kind of feedback and proper criticism.”...

Enid News | Library board members are told to not concern themselves with staff’s complaints about director
Some Public Library of Enid and Garfield County employees are apparently upset with changes being made at the library by director Ab Kader, and Enid City Manager Eric Benson wants them to stop complaining to library advisory board members about their concerns.

Benson spoke to the library board members Thursday about the role they play in relations between library employees and the library director or managers of those employees.

Benson was first to speak at the advisory board, which also had in attendance a couple of library employees and a representative of Amer-ican Federation of State, County and Municipal Employ-ees (AFSCME) union.

“I suspect many of you have re-ceived calls from our library employees,” Benson said. The city manager explained there are proper channels for employees to go through in voicing concerns or complaints about supervisors, and, in the case of the library, the advisory board isn’t one of them.

“We will bring disciplinary measures (against em-ployees) if it continues,” Benson said....

Vote for a Library Idol!

The Public Library of Enid and Garfield County’s Brittany Gassner has entered an online voting contest with a reward of $500 of library books. The Librarian Idol contest began April 19, following this year’s Texas Librarian Association’s annual convention, and concludes Sept. 15.

The librarian with the most votes at the conclusion of the contest is awarded the Librarian Idol title and $500 in free books for their library. Fellow librarians, teachers, co-workers, parents, students, and the entire community are allowed to vote in this contest....
